The following is a summary of important legislation considered in April 2008.
H.R. 2399 Alien Smuggling and Terrorism Prevention Act of 2007 & H.R. 2830 Coast Guard Authorization of 2007
Alien smuggling continues to be a significant problem along our borders, placing at risk our national security and public safety. Law enforcement agents have consistently complained that there are not enough laws penalizing alien smuggling and that the laws that do exist make it very difficult to appropriately punish these smugglers.
The Alien Smuggling and Terrorism Prevention Act grants authorities more ability to detain and prosecute criminals. It also increases the level of crime from a misdemeanor to a felony for alien smuggling, human trafficking and slavery.
The Alien Smuggling and Terrorism Prevention Act of 2007 passed the House in May 2007 and was added to the Coast Guard Reauthorization Act of 2007 which passed the House in April by a vote of 395 to 7.
I supported the passage of this legislation.

The following is a summary of legislation considered in March 2008.
H.R. 3773 - Foreign Intelligence Surveillance Act of 1978
Amendments Act of 2008
It has been over one month since Democrat leaders in
Congress allowed the Protect America Act to expire.
On March 14 the House of Representatives passed H.R. 3773,
the Foreign Intelligence Surveillance Act of 1978 Amendments
Act of 2008, by a vote of 213-197. The Senate had passed a
bi-partisan version of this bill that grants immunity from
civil liability to telecommunication companies accused of
illegally cooperating with government surveillance. However,
Democrat leaders in the House removed the retroactive
immunity clause for companies from the bill. Therefore, this
version of the bill places those companies who worked to
ensure the safety of American lives at risk for lawsuits.
Also under this bill, our intelligence community is
prohibited from intercepting communication of foreign
terrorists without first obtaining a court order. Because of
the lack of these provisions, I voted against this bill.
President Bush has already announced that he will veto the bill if it does not grant immunity because he feels that without protection from civil liability telecommunication companies will be reluctant to cooperate with investigators in the future. It is my sincere hope that the Senate and House will send a final bill to the President that he can sign and we can move on with the business of protecting American lives. A Note from John
We are just coming off of the March District Work Period. I
was busy in all areas of the district, and I thank all of
the businesses and organizations who shared their time and
thoughts with me. Specifically, I want to thank the students
at Peachtree Ridge High School, Lanier Middle School, and
Appalachee High School for their great questions and
participation at our Student Town Hall visits.
Also, I point out that this month we celebrate Tax Freedom Day 2008. It is the day that tax-paying Americans have finally earned enough income to pay their federal, state and local taxes for the year.
In 1900
Tax Freedom Day was January 22. By the year 1940 it had
crept up to March 7, and look where we are now. There is no
doubt that taxes are overwhelming for most Americans, which
is why I am fighting hard to pass the FairTax. Our current
system punishes success and discourages entrepreneurship. We
need a strong grassroots effort to demand from Congress a
change in the current tax code.
